A historic first for Lakshadweep
The Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying (MoFAHD), in collaboration with the U.T. Administration of Lakshadweep, successfully organised India's first-ever Investors' Meet on "Investment Opportunities in Fisheries and Aquaculture Sector of Lakshadweep Islands" at Bangaram Island on 13 December 2025. Approximately ₹519 crore worth of investment was envisaged across the sector.
The event brought together 22 key investors from various parts of the country and saw more than 200 participants join in hybrid mode. Senior officials from the Department of Fisheries, GoI; the UT of Lakshadweep Administration; and representatives from MPEDA, NFDB, CIFT, CMFRI, Invest India, and local fishermen societies attended.
"Fishery resources in India's EEZ will now be recognised as Indian Origin — empowering Fishers and opening doors to international trade."
— Shri Rajiv Ranjan Singh, Union Minister, Ministry of Fisheries, Animal Husbandry & DairyingThe EEZ Access Pass: a landmark policy shift
In his keynote address, Union Minister Shri Rajiv Ranjan Singh announced that the Government of India has issued fishing rules for the Exclusive Economic Zone (EEZ). Fishermen operating in India's EEZ can now legally fish with an authorised "Access Pass", enabling them to export high-value tuna and other fish products to international markets for the first time.
As per international law, fishery resources present in India's EEZ will now be recognised as "Indian Origin" — a designation that directly facilitates exports of fish products. The Government has also issued the 'High Seas Fishing Guidelines', granting fishing vessels flying the Indian flag the legal right to operate in EEZ waters.
Speakers & key addresses
Highlighted Lakshadweep's untapped fisheries potential and called for bridging the gap between current production of 14,000 tonnes and a potential of 1 lakh tonnes. He emphasised that the islands' traditional pole-and-line and handline methods are globally recognised for clean, sustainable practices — with proper branding and certification, Lakshadweep tuna can access the highest international markets.
Focused on emerging investment domains — seaweed farming and ornamental fisheries — which offer high returns and diversification opportunities. Lakshadweep's lagoons provide ideal conditions for seaweed cultivation, and ornamental fish enterprises can tap the global aquarium trade through hatcheries and broodstock development.
Affirmed commitment to realise PM Modi's Blue Revolution vision. Highlighted upcoming initiatives including the Minicoy airport development and cooperative society strengthening. Announced plans for a follow-up meeting in Delhi to accelerate progress. Invited stakeholders to help frame Lakshadweep's first fishing policy.
Emphasised the need for a traceability framework covering fish origin, source, and tracking. Called for strengthening market linkages through developed value chains and urged the Lakshadweep administration to reinforce the single-window clearance system for investor facilitation. Also underlined the need for modernisation of fishing vessels with sustainability considerations.
Investor priorities raised at the Interactive Session
An interactive session gave investors a platform to share experiences and surface challenges. Key issues raised included:
- Transportation of production to the mainland
- Cold storage requirements and ice plant capacity
- Development of chilled fish handling centres for post-harvest management
- Value addition facilities for sashimi-grade tuna
- Fish oil refining capacities
- Availability of skilled labour
- Ornamental fish brood banks for EEZ utilisation
Why this matters for Lakshadweep tuna
The Investors' Meet marks a structural turning point for Lakshadweep's fisheries sector. The EEZ Access Pass removes a long-standing legal barrier to deep-sea fishing and export; the "Indian Origin" designation unlocks access to tariff-preferential trade agreements with the EU, Japan, and the US. Combined with Lakshadweep's inherent advantage — pole-and-line caught tuna, certified Dolphin-Safe and Eco-Friendly — this positions the archipelago to command significant price premiums in global premium seafood markets.
With ₹519 crore in initial investment commitments and a follow-up meeting in Delhi already planned, the momentum established at Bangaram Island in December 2025 represents the clearest government signal yet that Lakshadweep's Blue Economy potential will be systematically unlocked.
